From One to Two Division

When the Province of Southern Leyte was created, the whole area is under a lone congressional district. But through the Republic Act 11198 signed by President Rodrigo R. Duterte on February 1, 2019, the province was divided into two congressional districts.

The First Congressional District includes (7 Municipalities): Maasin City, Macrohon, Padre Burgos, Limasawa, Malitbog, Tomas Oppus and Bontoc. While the Second Congressional District includes (12 Municipalities): Sogod, Libagon, Liloan, San Francisco, Pintuyan, San Ricardo, St. Bernard, San Juan, Anahawan, Hinundayan, Hinunangan and Silago.

More Towns Created as Part of the Province

There are 16 original towns included in the creation of the Province of Southern Leyte. These towns are: Maasin, Macrohon, Padre Burgos, Malitbog, Bontoc, Sogod, Libagon, Liloan, Pintuyan, San Francisco, St. Bernard, Cabalian, Anahawan, Hinundayan, Hinunangan, and Silago.


As time passed by, three more municipalities or towns were created and added to the number of towns that belong to the Province of Southern Leyte. And these towns are:

Municipality of San Ricardo


Originally, San Ricardo and other barangay that formed the newly created town or Municipality of San Ricardo were all part of the town of Pintuyan. The House Bill sponsored by Congressman Nicanor E. Yñiguez Jr. paved way to the creation of the town of San Ricardo when it was signed into law by President Ferdinand E. Marcos as Republic Act 6360 on July 23, 1971 and was officially proclaimed on January 2, 1972.

Municipality of Tomas Oppus

The Municipality of Tomas Oppus started as barangays of the town of Malitbog in the North. It was created through the House Bill sponsored by Congressman Nicanor E. Yñiguez Jr. which became Republic Act No. 5777.

Municipality of Limasawa

The Municipality of Limasawa covers the whole area of the Limasawa Island. It was created through the Presidential Decree No 1549 issued by President Ferdinand E. Marcos. But the law was implemented only after a prebiscite in 1989 in the town of Padre Burgos and officially implemented on August 27, 1989.

The Creation of Southern Leyte

The official date of the creation of Southern Leyte is July 1, 1960. It is on this date that the inauguration of the newly created Southern Leyte province was happened.

The creation of the province of Southern Leyte was the attempt of Congressman Nicanor E. Yñiguez through his proposed bill House Bill No. 1318 which was passed into the law by the Philippine Congress and was signed by then President Carlos P. Garcia on May 22, 1959 as Republic Act 2227. 

The part of Leyte that was made into a new province were the towns included in the 3rd District of Leyte Province:
  1. Maasin (Capital Town of the Province)
  2. Macrohon
  3. Padre Burgos
  4. Malitbog
  5. Bontoc
  6. Sogod
  7. Libagon
  8. Liloan
  9. Pintuyan
  10. San Francisco
  11. St. Bernard
  12. Cabalian (now San Juan)
  13. Anahawan
  14. Hinundayan
  15. Hinunangan
  16. Silago
The first Provincial Official were:
  • Governor: Alfredo K. Bantug
  • Vice Governor: Graciano A. Capili, 
  • Board Member: Isabelo Kaindoy
  • Board Member: Generoso M. Herrera
